Study in Azerbaijan
An affordable, fast-growing study destination on the Caspian Sea.
Azerbaijan is an emerging study destination, with most international students based in the capital, Baku. Universities offer programmes in medicine, engineering, economics, international relations and other fields, often at lower tuition than in Western Europe. The official Study in Azerbaijan portal, managed by the Ministry of Science and Education, provides information for international applicants.
Fees, visa rules and deadlines change regularly. This guide was last reviewed on 14 October 2026 for 2026/27 entry. Figures are estimates for planning; always confirm with the university and the official sources listed below.
Why study in Azerbaijan?
- Affordable tuition compared with many European destinations.
- Medicine and health programmes that attract international students, including from Pakistan.
- Government scholarships such as the Heydar Aliyev International Education Grant.
- A modern capital city combining historic and contemporary architecture.
- Cultural familiarity for many students, in a Muslim-majority country.
The higher education system
Higher education is overseen by the Ministry of Science and Education of the Republic of Azerbaijan. Programme levels include:
- Bachelor's degrees (usually four years).
- Integrated programmes in medicine (general medicine usually takes six years).
- Master's degrees.
- Doctoral studies.
Undergraduate international students are generally expected to complete a one-year preparatory course in Azerbaijani or Russian, unless the university waives it for students taught in English or with sufficient language skills.
Types of institutions and qualifications
- State universities, such as Baku State University and Azerbaijan Medical University.
- Other public and private universities, including ADA University and specialist institutions.
Before enrolling, especially in medicine, check that your degree will be recognised by the relevant authority in your home country. Pakistani students planning a medical career should confirm recognition requirements with the Pakistan Medical and Dental Council.
Study fields to explore
Programmes are offered in general medicine and dentistry, engineering and petroleum studies, economics and business, international relations, computer science and languages. We confirm the language of instruction and recognition status for every programme on your shortlist.
Tuition fees
Tuition is set by each university and depends on the programme and level. Examples from official university and government pages:
| Institution / programme | Published annual tuition |
|---|---|
| Azerbaijan Medical University, undergraduate medical faculties | US$3,500 (plus a US$2,500 preparatory year) |
| Azerbaijan State University of Architecture and Construction, undergraduate | US$2,000 (master's US$2,500) |
| ADA University, selected undergraduate schools (non-citizens) | 8,500 AZN including student fee (2025 schedule) |
Some agents quote higher "package" prices that include accommodation and service fees. Always confirm the university's own current fee schedule, as fees are normally reviewed each year.
These are estimates for planning only.
Living expenses
Living costs in Baku are generally moderate. Your budget should cover accommodation, food, transport, health insurance, residence permit fees and study materials.
We do not publish a single official figure because we have not found a current government estimate. Ask us for an up-to-date budget for your chosen university and type of accommodation.
Admission requirements
- Bachelor's and medicine: a secondary school certificate (for example, Intermediate/HSSC with the required subjects and grades for medicine).
- Master's: a recognised bachelor's degree.
- Doctoral studies: a relevant master's degree.
Universities may also require recognition (nostrification) of foreign documents and a medical certificate. International students can usually apply directly to universities, and some programmes require an interview or entrance test.
Language requirements
Programmes are taught in Azerbaijani, Russian or English depending on the university and programme. Students joining Azerbaijani- or Russian-taught programmes usually complete a one-year preparatory language course. English-taught programmes may ask for an English test or an internal assessment.
Intakes and application planning
- Autumn intake (September): the main intake for most programmes.
- Preparatory year: usually starts at the beginning of the academic year.
The Heydar Aliyev International Education Grant application usually closes in spring for the following academic year (the 2026/27 deadline was 15 April 2026). Watch the official Study in Azerbaijan portal for the next round.
Required documents
Typical documents include:
- A valid passport.
- Secondary school or degree certificates and transcripts, with notarised translations.
- A medical certificate (some universities ask for specific medical tests; we confirm the list for each university).
- Passport photographs.
- Proof of tuition payment for visa and enrolment purposes.
Requirements vary by university, so we provide a checklist for each application.
Student visa overview
- Education visa: after admission, apply for an education visa at the Azerbaijani embassy or consulate, using your university's invitation or admission documents.
- Temporary residence permit: during your studies you need a temporary residence permit issued by the State Migration Service. Applications for students are generally submitted through the university at least 30 days before your current permission to stay expires.
- Registration: follow your university's guidance on registering your place of stay after arrival.
Ask your university's international office about current procedures and fees.

Talk to a counsellorPost-study work options
Azerbaijan does not currently offer a dedicated post-study work visa for international graduates. To work after graduating, you would normally need a job offer and an employer-arranged work permit under the general immigration rules.
Many graduates, especially in medicine, return home or move to another country for licensing or further study. Plan your post-study pathway before you choose a programme.
Accommodation and student life
- University dormitories are available at some universities and are usually the cheapest option.
- Private apartments, often shared with other students, are common in Baku.
Baku offers a seaside boulevard, a historic Old City, modern shopping districts and a growing international community.
Frequently asked questions
Is there a preparatory year in Azerbaijan?
Most undergraduate international students complete a one-year preparatory course in Azerbaijani or Russian. Some universities waive it for English-taught programmes or for students with enough language skills.
Is a medical degree from Azerbaijan recognised in Pakistan?
Recognition depends on the university and the rules of the Pakistan Medical and Dental Council at the time you apply. Check the current position before you enrol, and we will help you find the official guidance.
Do I need a residence permit in Azerbaijan?
Yes. Students need a temporary residence permit issued by the State Migration Service. Universities usually submit the application on behalf of their students.
